Information needed for illegal rx sales and workman's comp possible fraud?

OK I need information on how to report a "family" member a couple years ago he got into some trouble for nearly pistol wiping a man to death I dont know how but he never received jail time but did receive probation one of the requirements was he never posses any weapons for a certain amount of years. he got arrested a few months back for beating my sister and pulling a knife on the police AGAIN he never received any jail time even tho the police removed almost a 100 weapons. they missed a safe full of rifles he has hidden in the wall this man married into the family and we had no Idea he was this kind of person because he and my sister lives hours away. we know now and try to stay away but I want my sister out.this man recives workmans comp benefits and he sells his prescription pain pills and muscle relaxers to a male friend who comes over all the time he sells his pills for almost $250 a week. this male friend always brings his 4 year old daughter and he and my sisters husband crush their pills and sniff them.they go into another room to do this and make my sis stay out. THEN the friend drives his child back home high on the pills.my sisters husband says the doctor told him he could crush his pills and sniff them they work faster that way.there is also a female neighbor who buys and sells with him.I need to know if it is considered fraud to use his workman's comp benefits to buy and sale pills..this man sleeps for days high of his pills he cant ever walk or talk he falls over the house and has even fallen down the stairs my sis cant take him anywhere he talks to things and fights with imaginary people my sister is too scared to get him help she says she loves him and bla bla bla I have videos from a bd party we attended and he was stumbling all over the house and falling everywhere and trying to hit people he has to watched like a baby 24/7 my sister really needs help is there anything I could do to fix this situation or report him. he gets more and more dangerous he is a walking time bomb Im worried about the child in the middle of this her father could wreck anything could happen is their anything I can do we also live in az if that helps also is there anyway to report anomalously if not im willing to give my information to the proper people (please no rude resonances serious people only im trying to do the right thing here) thanks
