Can a car be changed into a convertible from a normal car?

I am especially interested to know how much it would cost to get a normal '69 Plymouth Radrunner changed into a convertible. I can't afford to just buy a '69 Roadrunner Convertible, but I have found really cheap normal ones and was wondering if it would be cheaper to have it changed instead of buying it that way.
