What does "IB4ll" mean when written in a website/email?

Perhaps, given the context of a website/email, it's perhaps the word I'll, for which the encoding for the ' (punctunation is notoriously badly coded for) has been entered incorrectly. ie, the website was written in HTML and the HTML code for ' was entered wrongly. Again, the email could have been written in HTML also, and the same problem could have occured. Just a thought.
