1st time meeting shy boy. next step? help!!?

He was looking at you. If he's shy he's probably wondering what you were doing. Why were you talking to him? Do you like him? That kind of thing. Next time you see him strike up a conversation again (try to do it after orchestra so you don't get yelled at) and if the conversation is going well ask him out for a cup of coffee or something along those lines. It's a pretty harmless way to break the ice because there are no strings attached in a cup of coffee. Good luck
